Abstract
The paper contains analysis of innovation policy’s performance indicators for Russian Federation and its regions. In addition, it describes main initiatives and instruments, used for innovation development on different management levels in Russia and studying impact of R&D sector for innovation economy in Russian regions by analyzing determinants of sector productivity for regions with low R&D effectiveness.
