Abstract
This article presents the author's opinion about the development of the strategic vision of the state institutions. Defined boundaries and principles of personnel management in public institutions through the lens of customer satisfaction of public services. Defined high level requirements for the implementation of the strategic planning work with the staff in pre-school educational institutions.
