Abstract
The aim of State policy in the field of science and technology development is shifting to the innovative development of the country. The scale and pace of establishing a modern innovation system were inadequate, and low susceptibility of Russian companies for innovation leads to a decrease in the competitiveness of products. As a consequence, the increasing technological gap with developed countries.
