Abstract
The article concerns current investment politics in the Rostov region and the steps to be made to improve regional economic safety, production and technology independence. Considering attention to the strategy of import substitution, the task of regional government is to reduce region dependence on import goods as much as possible by meeting consumer demand for high-quality local products with future prospects in international markets. An important role of increase of competitiveness should be played by investment programs which are developed by region governance, including the “roadmap”, which is a program of activities to develop local businesses which produce import substitution products.
