Abstract
On the way to effective national innovative system of Russia it is necessary not to privatize and to break up state monopolies, and using the positive experience of China contrary to support them and even strengthen. Only in this case the national economic system will be able to stand in the conditions of tough competition with foreign TNCs. At the same time, Russia should be the creation of a powerful private sector, which will be the basis of a developed market competition and will eventually replace the monopoly.
