Abstract
The paper deals with the problem of development and implementation of cluster strategy of higher educational institution. The organization and institutional model of cluster strategy realization, developed by author, fosters a detection of problems and barriers of university development, as well as taking correct managerial decisions with a purpose to increase the efficiency of using the resources of organizational development.
