Abstract
The need of realization cluster strategy for the purpose of increase of region competitiveness is designated and, as a result, accumulation of innovative potential; the role of small and medium innovative business in formation of the region innovative environment is shown, and also the perspective directions of development of regional innovative system of the Belgorod region taking into account a region clustering are given in the article.
