Abstract
To provide an effective innovative policy every state should support its formation on the regional level. There are no examples of adequate innovative regional systems in Russia right now. However there is a variety of different system elements which are created constantly in order to improve the basic innovative policy. It goes without saying that those regions who are the first to start up such innovative systems will have a great success and competitive advantage. To create such a system is a strategic objective for any state.
The article gives a characteristic of the innovative system organizational structure pointing out the place of the innovative development centre in the innovative regional system.
