Abstract
The article suggests improving the qualitative characteristic of budgetary institution of culture by low-cost measures based on the analysis of key indicators of quality of services and calculation of efficiency of financing individual indicators. Such measures are the involvement of volunteers, the opening of basic departments, and the strengthening of the presence of cultural institutions in social networks.
