Abstract
In the article structure of an environment of the project and structure of its participants is analyzed. The list of the factors influencing a course of works of the project is detailed. The role the project-manager in problems of management by a command in view of the cultural, social, economic features influencing behavior of employees is certain. The role of licensing in a question of development of trade is noted.
