Abstract
The research opens with the description of features of formation of demand among the main groups of stakeholders of educational programs of master level in the culture sphere: state and labor market. Each of the considered groups is analyzed, first of all, from the point of view of existence of potential niches of demand for master programs in the sphere welfare and library information activities.
